On March 20, 2025, members of the World Health Organization approved the world's first pandemic agreement after three years of “intensive negotiations initiated by governments in response to the devastating impact of the COVID-19 pandemic.” However, the United States did not participate, in part because of its intention to withdraw from the WHO.
