While some holidaymakers refer to their swimwear with the phrase 'sky open, thighs out', one Mediterranean city disagrees.

The mayor of Chetaibi, Algeria, has urged men to wear longer, looser shorts by issuing a decree banning Bermuda shorts.

“These summer outfits are a source of concern to the public. They are against the moral standards and decency of our society,” Mayor Layachi Allaoua said, according to the Associated Press (AP).

“Society can no longer tolerate foreigners walking around the streets in indecent clothing,” he added.

The decision has sparked a local debate about religious and traditional dress and how it differs from the more outspoken beachgoers.

Officials in the coastal city of Annaba have called on the mayor to reverse his decision.

After two days of debate, the mayor eventually rescinded the order, saying he wanted to maintain “peace and quiet” for both locals and tourists and that he was not under pressure from Islamists, according to the AP.

Algeria, located in North Africa, received 3.3 million tourists in 2023, according to the tourism ministry.

According to the CIA World Factbook, Islam is the official religion of Algeria, and 99% of the country's population identifies as Sunni Muslims.

Between 1991 and 2002, the Algerian civil war contributed to a more open expression of religious practices in everyday life.

“Modesty is a fundamental virtue of Islamic culture that is inextricably linked with awarah,” says a study published in MAQOLAT: Journal of Islamic Studies.

“The concept of awara… refers to parts of the body that must be covered to maintain privacy and dignity,” the study says.

Men should cover their bodies from the navel to the knees, and women should cover their entire bodies except their faces and hands.
